In an increasingly complex and changing world, urban areas are becoming ever more dynamic and influential. Concurrently, as urban environments evolve and grow in complexity, so do the risks and challenges they face, such as those due to climate change, increased reliance on technology and global supply chains.

Urban areas that are more resilient can better realize their strategic ambitions, protect their critical resources, capitalize on investment, create and sustain opportunities for enterprise, and empower individuals, communities, institutions and businesses to not only survive, but to adapt and prosper.

With 68 % of the global population set to be urban dwelling by 2050, urban resilience is becoming ever more essential in meeting the increasing social, economic and environmental challenges that come with this level of growth. Urban resilience is the ability of any urban system, with its inhabitants, in a changing environment, to anticipate, prepare, respond to and absorb shocks, positively adapt and transform in the face of stress and uncertainty, while facilitating inclusive and sustainable development. This relies on the shared understanding and awareness of risks, ensuring prevention rather than cure and adopting a whole of society approach to resilience, where everyone plays their part.

This webinar will be on the topic of Urban Resilience, with a focus on the recently published International Standard (ISO 22371). Caroline will discuss the roadmap for developing urban resilience, the principles and how to apply the guidance – highlighting practical examples from her work in this area. Guy will then provide an overview of the suite of resilience standards that are under development.

Caroline Field

Caroline Field is a distinguished leader in resilience and serves as Head of National Resilience at PA Consulting. With over 28 years of professional experience, Caroline is a global expert in resilience, renowned for her systems-based approach to addressing threats, vulnerabilities, and opportunities. She helps clients craft effective strategies for investing in resilience measures that align with their strategic objectives.

Caroline’s expertise spans 15 years in counter-terrorism, blast mitigation, and physical security, as well as 7 years in earthquake engineering and dynamics. A dual British-American citizen, she actively contributes to the development of resilience standards, serving as Chair of the recently published ISO on Urban Resilience.

In academia, Caroline is a Royal Academy of Engineering Visiting Professor of Structural and Infrastructural Resilience at Loughborough University, where she bridges research and practice, shaping the future of the profession.

A Chartered Engineer and Fellow of the Institution of Civil Engineers in the UK, Caroline is also a licensed professional engineer in California, a Principal Member of the Register of Security Engineers and Specialists, and a Member of the American Society of Civil Engineers. She is Co-Founder of the Centre for Whole of Society Resilience.

Caroline’s dedication to resilience, both professionally and academically, cements her position as a thought leader and advocate for a safer and more secure future.

Guy Felio

P.Eng. - Fellow CSCE - Fellow IAM - IRP

Dr. Félio is an infrastructure Management and Climate Resilience Specialist with 40 years of experience in civil, geotechnical, municipal engineering and risk management.  He focuses on finding practical, innovative, and cost-effective, sustainable and resilient solutions for clients, in particular the owners and operators of infrastructure and facilities.  He draws on his research, policy development, engineering, and teaching experience in his approach to problem-solving.

Areas in which Dr. Félio has been contributing to clients (30 countries,100+ projects) provide improved and sustainable services include the elaboration of asset management governance frameworks, policies and strategies; the development of asset management and long-term financial plans; life-cycle cost/benefit analysis studies; the assessment of risks from climate change and the development of adaptation solutions.

He is a member of ISO/TC 292 Security and Resilience committee - WG5 responsible for the development of Urban Resilience (22371) , Energy Resilience (22366) and Resilient Infrastructure (22371) standards.
